Legionella Testing Goes Mandatory for All Dubai Commercial Buildings

Legionella Testing Goes Mandatory for All Dubai Commercial Buildings

Legionella testing just went mandatory for all Dubai commercial buildings. Not just the ones with cooling towers. Not just the ones with hot water systems above a certain volume. All commercial buildings. Dubai Municipality has extended the testing requirement to cover every commercial property with a potable water system — which is every commercial property.

What the Expanded Mandate Requires

Quarterly water sampling and laboratory testing for legionella species. Risk assessments conducted by a certified water hygiene specialist, reviewed annually. Temperature monitoring at sentinel points — monthly for hot water, quarterly for cold water. Documented flushing regimes for low-use outlets and dead legs. Written management plans maintained on-site and available for inspection.

Why Dubai Expanded the Requirement

Dubai's climate is a legionella accelerator. Water temperatures in uninsulated pipework can reach 35-40°C in summer — the ideal growth range for legionella bacteria. Combined with high humidity and the intermittent occupancy patterns of commercial buildings (empty evenings and weekends), the environmental conditions are consistently favourable for bacterial growth.

Three legionella cases linked to commercial building water systems in 2025 prompted the regulatory expansion. The Municipality's position is straightforward: prevention through mandatory testing is cheaper than treatment after infection.

Practical Implementation

For most commercial buildings, the requirements are manageable:

  • Quarterly testing costs AED 2,000-5,000 per building depending on system complexity
  • Risk assessments cost AED 5,000-15,000 and are valid for 2 years
  • Temperature monitoring can be manual or automated — automated systems cost AED 10-20K to install but save significant management time

The total annual cost for a mid-size commercial building is AED 15-25K. For a building's risk profile, that's negligible insurance.

Frequently Asked Questions

What happens if legionella is detected in my building's water?

Immediate notification to Dubai Municipality, isolation of affected water system sections, chemical treatment (hyperchlorination or thermal disinfection), retesting after treatment, and investigation of the root cause. The building can remain operational if the affected sections are isolated, but tenant notification may be required.

Do I need a specialist or can my FM team handle legionella management?

The risk assessment must be conducted by a certified water hygiene specialist. Ongoing monitoring (temperature checks, flushing) can be managed by trained FM staff. Laboratory testing must be done by an accredited laboratory. Your FM team manages the day-to-day; specialists handle the assessment and testing.

Until next time — keep your buildings smart and your compliance tighter.
